Wyness, speaking exclusively to Football Insider, suggested Rangers could land Cerny for a fee in the region of £5million.
Recent reports have indicated Besiktas would ideally like to recover the £6million they paid for the winger, but Rangers remain hopeful that negotiations could be concluded at a slightly lower figure.
The experienced football executive believes Cerny represents exactly the type of player McInnes should be targeting.
“I think they’ll get it done at about £5m, but I do think he’s exactly the type of player they need. He’s got the experience,” Wyness explained.
“McInnes will want that Premiership experience as well. He’s a quality player and played well for Rangers.
“There’ll probably be some add-ons, but I think they can get it done at £5m, and it’s a very good move if they can get Cerny in.”

What makes the situation particularly interesting is that Rangers appear willing to move away from their preferred recruitment policy in order to secure the deal.

At 28 years old, Cerny falls outside that profile.
